Aim of the conference

Corruption and fraud in general and in the specific context of the management of the European Structural and Investment Funds (ESIF) receive increasing public and political attention. With the new generation of ESIF programmes to be adopted at the beginning of 2014, the Conference comes at a perfect time: the authorities in charge of the programmes are being asked to put more emphasis and resources on effective and proportionate anti-fraud measures taking into account the risks identified.

The objective of the Conference is to showcase some tools and instruments which can help to raise awareness and identify fraud and corruption related risks. It will also address good practice examples which can be used for mitigating fraud and corruption linked to the management of the funds.

The Conference comes right before the annual international anti-corruption day on 9 December. Moreover, in autumn the Commission will present its first EU Anti-Corruption Report and Transparency International will release the 2013 Corruption Perceptions Index survey, all of which will serve as a good framework for the Conference and follow-up activities.

Participants

The Conference will bring together representatives from managing authorities, audit authorities, specialised anti-corruption authorities from Member States plus representatives from civil society and relevant NGO's.

Organisation

The European Commission's Directorate General (DG) for Regional and Urban Policy will organise the Conference in close cooperation with DG Home Affairs, the European Anti-Fraud Office (OLAF) and Transparency International and with the other DG's managing the European Structural and Investment Funds, including the DG for Employment, Social Affairs and Inclusion.

The morning part of the Conference will be devoted to the scope and risks of fraud and corruption linked to the management of European Structural and Investment Funds. The afternoon session will have 4 parallel working groups organised around different themes linked to development of anti-corruption strategies and fraud risk assessment tools.

The event will use voting and feedback tools to make participation as interactive as possible. A number of more focused follow-up events in selected member states are being planned for 2014.

Europees Bureau voor fraudebestrijding (OLAF)

Het Europees Bureau voor Fraudebestrijding (OLAF) is een directoraat-generaal i dat tot doel heeft fraude, corruptie en andere onrechtmatige activiteiten in de Europese Unie te bestrijden. Hieronder valt ook de bestrijding van wanbeheer binnen EU-instellingen zelf. Met deze doelstelling beschermt OLAF de financiële belangen van de Europese Gemeenschap.

De belangrijkste werkzaamheden van het Europees anti-fraudebureau zijn het verrichten van onderzoek, het bevorderen van de samenwerking tussen autoriteiten in de lidstaten en het verstrekken van hulp aan de EU-lidstaten bij hun activiteiten in het kader van fraudebestrijding. Bovendien draagt OLAF bij tot het opzetten van de fraudebestrijdingsstrategie van de Europese Unie en neemt het initiatieven die nodig zijn om de betrokken wetgeving te verbeteren.
