Mijn land stond erin Europa niet best op de afgelopen weken. Aanvoerder van de vrekkige vier; je moet het maar willen! Het kortzichtige eigenbelang van premier Rutte had wat betreft de PvdA anders gemoeten.

We kunnen deze crisis gezamenlijk te lijf.

Toch is de PvdA blij dat er een akkoord ligt. We kunnen deze crisis gezamenlijk te lijf. Goed voor de Europeanen. Goed voor de eenheid. Het laat de kracht, de meerwaarde, van Europa zien aan de rest van de wereld.

Nieuwe prioriteiten als gezondheid, klimaat en wetenschap bleken toch geen prioriteiten te zijn.

Toch is de voorgestelde begroting er ook een van 'oude wijn in nieuwe zakken'. Oude prioriteiten als landbouw zijn niet aangepakt. Nieuwe prioriteiten als gezondheid, klimaat en wetenschap bleken toch geen prioriteiten te zijn. Een gemiste kans juist ook vanwege de coronacrisis. En dan heb ik het nog niet over de zwakke koppeling tussen de EU-gelden en de rechtsstaat.

Let me start off positively. So let me first congratulate President Michel and President Von der Leyen with what has been achieved on the recovery fund. I think a large majority of this Parlement agrees that it was innovative. It is what the people need right now who are afraid to lose their jobs. So congratulations for that, it’s forward looking.

This is where the praise stops, though. Because I do believe with the MFF it’s not a budget that is a budget for the challenges we are facing as Europe right now. It’s a budget which lacks ambition. It lacks modernity. And President Von der Leyen, you can’t be satisfied with this as European Commission.

Let me just give you one example. When this crisis is leading to global inequality, what do we do? We cut the money for development aid. And colleagues, the most important point, because on money we can negotiate but we can’t negotiate on our values. And the fact in itself that we have law professors, we have EU leaders, we have journalists who all having different interpretations about what the European Council has agreed on when it comes to the rule of law, is a bad signal. I hear some people say that it is very good that for the first time we have mentioned the rule of law and the budget together. This is not something to be proud of. This we didn’t need 15 years ago.

Now we have two countries in the European Union who according to Freedom House are a hybrid regime and no longer in the group of democracies. So please, for my party, for my group and I hope for the majority of this Parlement we have to have clear wording on rule of law before we can agree to this budget. It’s not about money. It is about principles.
