When the Berlin Wall came down thirty years ago, many believed that this would be the starting point of a comprehensive transformation process. A process that, after the dissolution of the Soviet Union, would see post-communist countries embrace Western standards of democracy, rule of law, and human rights protection. How have these countries fared?

The StrategEast Westernization Index 2020 assesses the processes of adherence to the Western values in post-Soviet countries outside of Russia across five dimensions - political, legal, economic, cultural, and lifestyle. The second edition of this Index, released two years after the first one, retains its unique features:

  • •
    it is the only report to analyze the 14 countries of the Post-Soviet, Non-Russian region (PSNR) region as a whole;
  • •
    it measures each country’s wholesale integration into the Western world across many sectors;
  • •
    it is prepared for the West by experts from the region.

The second edition shows trends in political, economic, and legal Westernization, and by extension, the effectiveness of efforts by Western institutions operating in the region.

The Index is intended as a tool for public institutions in the post-Soviet region and in the West - including the European Union, to inform their policy-making processes.
