Barroso's final speech and European Council debate - Hoofdinhoud

José Manuel Barroso, the outgoing president of the European Commission, delivers his final speech to Parliament at 3 pm on Tuesday. He will then debate with MEPs and Council the priorities for the 23-24 October European summit, including a new climate and energy policy focused on energy security; the economic situation in the EU; and international developments.
