The European Commission decided today to send reasoned opinions to Greece and Latvia for failing to submit their National Energy Efficiency Action Plans as required by the Energy Services Directive. A reasoned opinion is the last step in the legal procedure before referral to the Court of Justice.

The Action Plans, which were due on 30 June 2007, should present Member States' strategies on how to achieve the 9% energy savings target set by the Energy Services Directive, by the end of 2016. Energy efficiency is an essential element of Europe's energy policy.

The purpose of the Directive is to make cost-effective improvements to energy end-use efficiency in Member States. Proper implementation of the Directive should create the conditions for the development and promotion of a market for energy services and for the delivery of other energy efficiency measures to final consumers. This in turn also means an important contribution to security of energy supply, competitiveness and sustainable development.
