The World Health Organization is organizing the Global Meeting to Accelerate Progress on SDG Target 3.4 on Noncommunicable Diseases and Mental Health. The Meeting is hosted by the Government of the Sultanate of Oman from 9 to 12 December 2019 in Muscat.

Goal

The overarching goal of the Global Meeting it to accelerate the implementation of national responses to address NCDs and mental health conditions with a view to reduce premature mortality and scale up interventions to reach SDG target 3.4 by 2030. The Meeting will focus on sharing success stories and challenges in countries.

The Global Meeting will have the following segments:

  • Technical meeting for National NCD Directors and Programme Managers (9-10 December)
  • High-level Segment for Member States and United Nations Organizations, as well as non-State actors, at level of Ministers and heads of organizations (afternoon of 10 December);
  • Multistakeholder Partners’ Forum (11 December);
  • Regional Meetings, side events and site visits (12 December).

Interpretation will be provided in Arabic, Chinese, English, French, Russian and Spanish. The Meeting will be webcast.

The Global Meeting and Partners’ Forum will be anchored in the vision outlined in WHO’s Thirteenth General Programme of Work (2019-2020) to achieve three strategic priorities (achieving UHC, addressing health emergencies, and promoting healthier populations) through the triple billion targets.

Objectives

The objectives of the Global Meeting are to strengthen the capacity of national NCD Directors and Managers in order to:

  • Implement a set of priority interventions that will put their countries on a sustainable path to attain SDG target 3.4 on NCDs and mental health by 2030;
  • Fulfil the commitments made by Heads of State and Government in the Political Declarations of the UN General Assembly adopted in 2011, 2014 and 2018;
  • Contribute to the “triple billion” targets for WHO’s NCD-related actions set out in the 13thGlobal Programme of Work.

The objectives of the Global Partners’ Forum are to strengthen the capacity of national NCD Directors and Programme Managers to:

  • Engage with non-State actors, taking into account national health priorities and objectives for a meaningful and effective contribution to the implementation of national responses to NCDs and mental health in order to reduce premature mortality from NCDs and promote mental health, while giving due regard to managing conflicts of interest;
  • Invite non-State actors to strengthen their commitment and contribution to the implementation of national responses to prevent and control NCDs and promote mental health to reach health and development objectives.

Why this Global Meeting matters

In 2015, the world set an ambitious target to “by 2030, reduce by one third premature mortality from NCDs through prevention and treatment and promote mental health and wellbeing” (SDG target 3.4)[1]. In 2018, Heads of State and Government committed to put their countries on a sustainable path to attain this target[2].

However, countries continue to vary in their capacity to take action to prevent and control NCDs and address mental health and environmental pollution (5x5 agenda). WHO has developed a new strategic plan[3] to address the triple billion targets. NCDs and mental health are relevant to all three: progress towards universal health coverage will increase access to services to prevent, diagnose and treat NCDs, without out-of-pocket expenses impoverishing people; protecting people from the impact of health emergencies includes continuity of care for people who suffer from NCDs and mental health conditions; and improving health and well-being requires intensified action against the world’s leading causes of death and disease.

Providing effective national responses to address NCDs and mental health conditions requires strong national partnerships. The building and coordinating of results-oriented collaborative efforts and alliances are essential components of any national response. Partnerships are also vital because resources for the prevention and control of NCDs and the promotion of mental health and well-being are limited in most national and institutional budgets. Governments have committed to promote meaningful civil society engagement[4]and engage with the private sector[5] , while giving due regard to managing conflicts of interest.

The Global Meeting in Oman will provide an opportunity to all relevant stakeholders to come together in order to share experiences and come up with innovative collaborative ideas on how to scale up action against NCDs at country level.

Deadline for registration is extended until 10 November 2019. Invited non-State actors have received a dedicated registration link to be used for registration.
