What is the role of European agencies in migration crises? With: Francesca Galli, Polly Pallister-Wilkins, Sónia Sousa Pereira and Maciej Stepka.

What is a so called “migration crisis”? And are we in one? What does it mean and imply to make sense of global and complex events in terms of “crisis”? How should this framing be interpreted and addressed? These questions have been lingering in public debate, continuously engaging politicians, journalists and academics.

In this contest of arguments, knowledge and values, European agencies have been gaining prominence as experts and advisors, stepping up on the political and public stage.

Bringing together all these groups, politicians, European officials and academics, we will discuss how European agencies produce and present their expert knowledge; how they respond to public and political criticism; and how they use their field operations and analyses to support evidence-based representations of, and interventions on, deeply political issues.

About the speakers

Francesca Galli is a Jean Monnet Fellow of the Robert Schuman Centre for Advanced Studies, at the European University Institute and Associate scholar at the Faculty of Law of the University of Maastricht. She has lectured over several years in various institutions, including the Université Libre de Bruxelles and Sciences-Po Paris.

Polly Pallister-Wilkins is an assistant professor in the Department of Politics at the University of Amsterdam where her research is concerned with the politics of borders and humanitarian modes of control.

Sónia Sousa Pereira worked as a criminal lawyer, as well as the government of Portugal. Later, Sousa Pereira joined the Portuguese Data Protection Authority as an independent consultant, dealing with the DPA Opinions on draft legislation, strategic and political advice to the Commissioners, drafting the DPA’s Guidelines on specific processing operations. Sousa Pereira is currently working on the Data Protection Function of Europol dealing mostly with the handling of operational personal data.

Maciej Stepka (moderator) is a PhD Candidate at the Institute of European Studies, Jagiellonian University in Krakow. He earned his Master degrees in Political Science from University of Amsterdam (2011) and European Studies from Jagiellonian University in Krakow (2009). His research interests revolve around European policy-making, critical security studies, as well as migration and border studies.
