Subject: Draft Council Decision authorising Austria and Romania to accept, in the interest of the European Union, the accession of Panama, Uruguay,

Colombia and El Salvador to the 1980 Hague Convention on the Civil Aspects of International Child Abduction - Adoption

  • 1. 
    On 5 July 2017, the Commission submitted a proposal for a Council Decision authorizing

    Austria and Romania to accept, in the interest of the European Union, the accession of Panama, Uruguay, Colombia and El Salvador to the 1980 Hague Convention on the Civil Aspects of International Child Abduction.

  • 2. 
    The European Parliament was consulted on 25 July 2017 and adopted a positive opinion on 30 November 2017.
  • 3. 
    The Working Party on Civil Law matters (General Questions) examined the Commission proposal, and delegations were invited to make comments. In the light of those comments, the proposal has been redrafted and revised by Jurists-Linguists as set out in document 13587/17. Delegations are in a position to agree on the proposal.
  • 4. 
    In the light of the above, Coreper/Council is invited to adopt Council Decision authorising Austria and Romania to accept, in the interest of the European Union, the accession of

    Panama, Uruguay, Colombia and El Salvador to the 1980 Hague Convention on the Civil Aspects of International Child Abduction, as set out in document 13587/17.
