Target group

The seminar is targeted towards civil servants from national and regional administrations, as well as consulting companies and other persons interested in enhancing their knowledge on the EU’s external technical and financial assistance instruments (in particular Technical Assistance contracts, and Twinning/Taiex).

Description

The European Union has developed a number of cooperation mechanisms in order to assist the candidate countries and potential candidates to prepare not only for their accession, but also for the successful management of EU funds after accession. These instruments, in particular technical assistance and Twinning, are also accessible to the countries of the European Neighbourhood Policy (ENP). This two-day practical seminar will provide a complete overview of all existing and accessible instruments assistance, in particular the Technical Assistance and Twinning components of IPA and ENI in the 2014-2020 period. We will also look at the changes with regards to the previous period and discuss their possible impact.

Learning methodology

Traditional training methods (lectures and presentations, including real life examples) will be combined with a highly interactive approach through practical workshops, discussions, exchange of experiences between participants themselves and experts, as well as round tables.

Objectives

By the end of the seminar, participants will have gained a thorough practical knowledge of each step in the process of preparation for Twinning and technical assistance projects; they will have developed practical skills in drafting relevant proposals. Participants will also enhance their understanding of the evaluation procedures and learn how to avoid the most common mistakes.

European Institute of Public Administration (EIPA)

Het Europees instituut voor bestuurskunde (beter bekend als The European Institute of Public Administration - ofwel EIPA) streeft ernaar om de kennis van ambtenaren die zich met de EU bezighouden te vergroten door het ontwikkelen en organiseren van trainingen. Het instituut wil wetenschappelijke kennis en praktische 'know–how' met elkaar verbinden. EIPA bestaat al meer dan 35 jaar.

Het hoofdkantoor van EIPA is gevestigd in Maastricht en heeft dependances in Luxemburg en Barcelona. Gemiddeld nemen 14.000 nationale en Europese ambtenaren per jaar deel aan de trainingen. Daarnaast biedt EIPA ook consultancy, onderzoek en op maat gemaakte programma’s/trainingen aan. Bij EIPA werken circa 120 hoogopgeleide medewerkers.
