Verklaring over oprichting Europees Fonds voor Democratie (en)

The European Union Member States agreed yesterday, 15 December 2011, the content of the political Declaration on establishing the European Endowment for Democracy. The idea of creating the EED was presented in January 2011 by Foreign Minister Radoslaw Sikorski in reaction to the developments in Belarus as well as the emerging Arab Spring.

As a tool for supporting democratic processes in authoritarian countries and those in transition, the EED is to fill the gap in the EU’s existing toolbox. The EED’s actions will be addressed to political and social actors (leaders of pro-democratic environments, independent media and civil organizations) working towards the support for political pluralism and democratic transitions.

The EED is to be funded from Member States’ contributions and from the EU budget and its management structures are to be reduced to a minimum with procedures permitting flexible and fast response to the needs of emerging democracies.

Yesterday’s decisions allow for the introduction of some technical measures essential for the launching of the EED in the coming year.
