The first Human Resources Working Group and Innovative Public Services Group joint session, operating within the European Public Administration Network (EUPAN), marks the start of cooperation in Network working groups under Polish leadership. It will be attended by experts in HR management and specialists in public administration operations from Network member states, together with EU candidate countries and institutions working closely with the Network, including EIPA, EGPA and the OECD. Within two joint HRWG and IPSG sessions planned during the Polish Presidency, work will be concentrated on three horizontal priorities: the impact of the crisis on public administration, the development of high-level management personnel and result-orientated organisation management. During the September meeting the following issues will be subject to in-depth discussion: the role of the academic and expert communities (think-tanks) in supporting the decision-making process in HR management, initiatives - including motivational tools - during crisis periods, the future of employment status in the civil service and the effectiveness of ethics regulations, including the effectiveness of ethics infrastructure. EUPAN operates as an informal forum for cooperation between EU member states, the European Commission and Norway. Two principal working groups currently operate within the Network: IPSG, within which an additional two groups operate: CAF and CSM, together with the HRWG. Pools voorzitterschap Europese Unie 2e helft 2011

Van 1 juli tot en met 31 december 2011 vervulde Polen het voorzitterschap i van de Raad van de Europese Unie i. Polen nam het stokje over van Hongarije i. Tijdens het voorzitterschap werkte Polen nauw samen in trojka i met Denemarken en Cyprus, die na Polen het voorzitterschap van de EU bekleedden.

Denemarken i nam op 1 januari 2012 het voorzitterschap van Polen over.
