1. INTRODUCTION

Regulation (EU) 2019/1700 1 establishing a common framework for European statistics relating to persons and households, based on data at individual level collected from samples, empowers the Commission to adopt delegated acts.
2. LEGAL BASIS

This report is required under Article 17(2) of Regulation (EU) 2019/1700, which confers on the Commission the power to adopt delegated acts for a period of 5 years from 3 November 2019. Regulation (EU) 2019/1700 states that the delegation of power is to be tacitly extended for periods of an identical duration unless the European Parliament or the Council opposes such extension not later than 3 months before the end of each period. The Commission is required to draw up a report in respect of the delegation of power not later than 9 months before the end of the five-year period (i.e. by 2 February 2024).
3. EXERCISE OF THE DELEGATION

1. In accordance with Article 4(1) of Regulation (EU) 2019/1700, the Commission adopted the following Commission delegated regulations establishing or adapting the multiannual rolling planning:



2019

Commission Delegated Regulation (EU) 2020/256 of 16 December 2019 supplementing Regulation (EU) 2019/1700 of the European Parliament and of the Council by establishing a multiannual rolling planning 2.


2020

Commission Delegated Regulation (EU) 2020/2175 of 20 October 2020 amending Delegated Regulation (EU) 2020/256 establishing a multiannual rolling planning 3.


2022

Commission Delegated Regulation (EU) 2023/167 of 3 November 2022 amending Delegated Regulation (EU) 2020/256 establishing a multiannual rolling planning 4.


Appropriate consultations were carried out, including at expert level, during the preparatory work for the delegated acts concerning the multiannual rolling planning. The Commission consulted the ‘European Directors of Social Statistics’ and ‘National Statistical Institutes of the European Statistical System’ expert groups.

2. In accordance with Article 6(1) of Regulation (EU) 2019/1700, the Commission adopted, for the domains covered by Regulation (EU) 2019/1700, the following Commission delegated regulations:



Labour force domain:


2019

Commission Delegated Regulation (EU) 2020/257 of 16 December 2019 supplementing Regulation (EU) 2019/1700 of the European Parliament and of the Council by specifying the number and the titles of the variables for the labour force domain 5.


2020

Commission Delegated Regulation (EU) 2020/1640 of 12 August 2020 supplementing Regulation (EU) 2019/1700 of the European Parliament and of the Council by specifying the number and the title of the variables for the 2022 ad hoc subject ‘job skills’ and the eight-yearly variables on ‘pension and labour market participation’ in the labour force domain 6.


2022

Commission Delegated Regulation (EU) 2022/2447 of 30 September 2022 supplementing Regulation (EU) 2019/1700 of the European Parliament and of the Council by specifying the number and the title of the of the eight-yearly variables in the labour force domain on ‘young people on the labour market’, ‘educational attainment – details, including education interrupted or abandoned’ and ‘reconciliation of work and family life’ 7.


Income and living conditions domain:

Commission Delegated Regulation (EU) 2023/212 of 3 November 2022 supplementing Regulation (EU) 2019/1700 of the European Parliament and of the Council by specifying the number and the title of the variables in the income and living conditions domain on access to services 11.


Education and training domain:


2021

Commission Delegated Regulation (EU) 2021/859 of 4 February 2021 supplementing Regulation (EU) 2019/1700 of the European Parliament and of the Council by specifying the number and the titles of the variables for the data set in the education and training domain 12.


Use of information and communication technologies domain:


2020

Commission Delegated Regulation (EU) 2020/1432 of 14 July 2020 supplementing Regulation (EU) 2019/1700 of the European Parliament and of the Council by specifying the number and the title of the variables for the use of information and communication technologies statistics domain for reference year 2021 13.


2021

Commission Delegated Regulation (EU) 2021/1898 of 20 July 2021 supplementing Regulation (EU) 2019/1700 of the European Parliament and of the Council by specifying the number and the title of the variables for the use of information and communication technologies statistics domain for reference year 2022 14.


2022

Commission Delegated Regulation (EU) 2022/2279 of 1 August 2022 supplementing Regulation (EU) 2019/1700 of the European Parliament and of the Council by specifying the number and the title of the variables for the use of information and communication technologies statistics domain for reference year 2023 15.


2023

Commission Delegated Regulation (EU) 2023/1797 of 7 July 2023 supplementing Regulation (EU) 2019/1700 of the European Parliament and of the Council by specifying the number and titles of the variables for the use of information and communication technologies statistics domain for reference year 2024 16.


Consumption domain:


2022

Commission Delegated Regulation (EU) 2023/126 of 21 October 2022 supplementing Regulation (EU) 2019/1700 of the European Parliament and of the Council by specifying the number and the title of the variables for the consumption domain 17.


Appropriate consultations were carried out, including at expert level, during the preparatory work on the above-listed delegated acts adopted in accordance with Article 6(1) of Regulation (EU) 2019/1700. The Commission consulted the ‘Labour Market Statistics’ expert group on the draft delegated acts in the labour market domain; the ‘Income and Living Conditions’ expert group on the draft delegated acts in the income and living conditions and consumption domains; and the ‘Education and Training’ expert group on the draft delegated act in the education and training domain. Moreover, for the acts in all these domains, the Commission consulted the ‘European Directors of Social Statistics’ and ‘National Statistical Institutes of the European Statistical System’ expert groups.


For the draft delegated acts in the information and communication statistics domain, the Commission consulted the ‘Information Society Statistics’ expert group as well as the ‘National Statistical Institutes of the European Statistical System’ expert group.


Both the European Parliament and the Council were duly informed of the consultations on all delegated acts adopted in accordance with Articles 4(1) and 6(1) of Regulation (EU) 2019/1700.


Once the Commission had adopted the delegated regulations, it notified the European Parliament and the Council. Neither the European Parliament nor the Council issued any objection to the delegated acts within the two-month period provided for in Article 17(6) of Regulation (EU) 2019/1700. Upon expiry of that period, the delegated regulations were published in the Official Journal of the European Union and each entered into force on the twentieth day following that of its respective date of publication.

4. CONCLUSION

The Commission has exercised its delegated powers correctly and invites the European Parliament and the Council to take note of this report.

The Commission considers that it should continue to have delegated powers pursuant to Regulation (EU) 2019/1700. In order to ensure that Regulation (EU) 2019/1700 is correctly implemented, further delegated acts are in the process of adoption or will need to be adopted:

- to amend the multiannual rolling planning; and


- to further specify the number and title of the variables for all domains covered by Regulation (EU) 2019/1700 (labour force, income and living conditions, health, education and training, use of information and communication technologies, time use and consumption), including the variables of the ad hoc subjects to be collected in the labour force and income and living conditions domains.

Furthermore, the Commission may need to adopt other delegated acts in the future to reflect progress in statistical methodologies and ensure that EU statistics relating to persons and households, based on data at individual level collected from samples remain reliable, exhaustive and comparable as well as fulfil policy needs.
