Explanatory Memorandum to COM(2014)656 - Approval, on behalf of Euratom, of the Agreement associating Switzerland to Horizon 2020 and regulating its participation in Fusion for Energy

1. CONTEXT OF THE PROPOSAL

On 15 November 2013 the Council authorised the Commission to open negotiations, on behalf of the European Union and Euratom, with the Swiss Confederation in order to conclude an Agreement between the European Union and European Atomic Energy Community and the Swiss Confederation associating the Swiss Confederation to Horizon 2020 - the Framework Programme for Research and Innovation and the Research and Training Programme of the European Atomic Energy Community complementing Horizon 2020; and regulating Switzerland's participation in the ITER activities carried out by Fusion for Energy.

The European Union and the European Atomic Energy Community are Party to the Agreement.

For the conclusion of the Agreement on behalf of the European Atomic Energy Community, the Commission proposes that the Council:

– gives its approval, pursuant to the second paragraph of Article 101 of the Treaty establishing the European Atomic Energy Community.
